Hydra Route Neo/Web 3.10 upgrade

Package paths

router/hydra-ipk/3.10/aarch64/*.ipk

router/hydra-ipk/3.10/mipsel/*.ipk

Serve via `PUBLIC_BASE_URL/router/hydra-ipk/...` or deploy through **File sync → Mass bundle** on the dashboard.

Upgrade flow (high level)

1. Stop Neo/Web services on the router. 2. Remove old xray tree if migrating 2.x → 3.x (see RU doc). 3. Install matching `.ipk` for CPU arch (`aarch64` / `mipsel`). 4. Run bundled `install.sh`, restart services. 5. Push domains from VPS `/domains`.

Never commit router passwords or subscription URLs into documentation.
